Exportation Conditions

FLIR's 320x240 30Hz Fast-Video and 640x480 30Hz Fast-Video (>9Hz) uncooled LWIR Thermal Camera Core products are export controlled and require validated export licenses from the U.S. Department of Commerce prior to export or re-export outside of the United States to certain countries. Strategic Trade Authorized (STA) Countries are an exception. In circumstances whereby "RHP International" delivers a camera to a customer in the U.S. who intends to export or re-export the FLIR camera outside of the United States, whether or not the camera is integrated into another product, it is the customer’s responsibility to apply for the required export license from the appropriate department of the U.S. government. Diversion contrary to U.S. law is prohibited. See below for a list of STA countries and other Export information.

LWIR Thermal Video Cameras 30Hz/60Hz (Fast Video)


A partial list of Un-Cooled Thermal Video Cameras with a Video Frame Rate of 30Hz/60Hz (Greater than 9Hz) are controlled for export under the U.S. Department of Commerce.

These cameras can be exported to Strategic Trade Authorized (STA) countries which are exempt from a license but a Consignee Statement would need to be filled out by the recipient prior to receiving the product.

STA IS NOT Applicable to Military End Uses or Military End Users.

STA Country List:
Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Turkey and the United Kingdom.

Eight destinations are included in § 740.20(c)(2) group two (STA2), which authorizes export, reexports and in-country transfers that are subject only to national security controls.
STA2 destinations are: Albania, Hong Kong, India, Israel, Malta, Singapore, South Africa, Taiwan.

For other countries a valid export license must be obtained from the U.S. Department of Commerce prior to export or
re-export of such devices outside of the United States.

Note: There are several countries to which the export of thermal imaging cameras is prohibited under any circumstances, regardless of the camera resolution or video rate.

These terrorist supporting countries include: Cuba, Iran, Libya, North Korea, Sudan, and Syria. Export policies governing the export of thermal imaging cameras are established by the U.S. government, and in order for RHP International to comply with the policy requirements, we in turn ensure that our customers agree to these conditions.

The below 640x480 - 25Hz/30Hz (Greater than 9Hz) cameras are listed under the U.S. Department of State, United States Munitions List (USML) Category XIIc

FLIR 640x480 | 640x512 LWIR thermal imaging camera as well as other 640x480 | 640x512 LWIR handheld models operating at 25Hz/30Hz (greater than 9Hz) are controlled as defense articles for export from the United States under the authority of the US Department of State, United States Munitions List (USML) Category XIIc.

U.S. Government authorization is required for export from the United States to all destinations, whether for permanent or temporary export.

Un-Cooled Thermal Video Cameras with a Video Frame Rate of 7.5Hz (Less than 9Hz)

Export Control Classification Number (ECCN) 6A993
These cameras may be exported under with No License Required (NRL) to all countries except terrorist supporting countries.

These terrorist supporting countries include: Cuba, Iran, Libya, North Korea, Sudan, and Syria. Export policies governing the export of thermal imaging cameras are established by the U.S. government, and in order for RHP International to comply with the policy requirements, we in turn ensure that our customers agree to these conditions.


Under no circumstances may thermal imaging cameras be used in the design, development, production,
or use of nuclear, biological, or chemical weapons, regardless of frame rate.
